12 December 2023 CHC Training Package Updates: Extended Transition Period for CHC33015 – Certificate III in Individual Support
In a recent CHC training package update, the Australian Skills Quality Authority (ASQA) has exercised its authority to approve extended transition periods, a move that will impact the CHC33015 – Certificate III in Individual Support. This decision, aligned with the Standards for Registered Training Organisations 2015, allows ASQA to extend transition periods beyond the norm when there is a demonstrated genuine disadvantage to a group of learners.
ASQA’s decision comes after careful consideration of applications in accordance with the Guidance for Providers – Learner Transition. The latest CHC update involves an extension of the transition period for training, assessment, and certification issuance for CHC33015.
The extended transition period is now set from 31 July 2024 to 31 December 2024. This adjustment applies to all ASQA-regulated RTOs. This change impacts all RTOs regulated by ASQA, but its main focus is on a specific group: secondary school students who began their training before 31 July 2024, and are expected to take their 2024 end-of-year school exams related to CHC33015, as directed by the state/territory school authority.
To ensure a smooth transition, all students falling under this category must either successfully complete and receive certification or be transferred to replacement training products by the new transition end date.
This latest CHC update not only underscores ASQA’s commitment to the quality and equity of vocational education and training but also reflects a responsive approach to the evolving needs of learners in the education landscape. ASQA, in the process of approving this extension, collaborated with the Victorian Registration and Qualifications Authority and the Training Accreditation Council of Western Australia. Additionally, advice was sought from the Human Ability Jobs and Skills Council to ensure a comprehensive and well-informed decision.
18 August 2023 CHC Training Package Update: Extended Transition Period for CHC43115
The recent extension of the transition period for the CHC43115 Certificate IV in Disability has been granted by the Australian Skills Quality Authority (ASQA). The Standards for Registered Training Organisations 2015 outline the framework for transition periods, dictating the timeline within which registered training organisations (RTOs) must align their offerings with updated qualifications or standards. However, ASQA can exercise discretion to grant extended transition periods in unique scenarios, with the ultimate goal of safeguarding learners’ interests.
After meticulous evaluation, ASQA has decided to extend the transition period for CHC43115. This grants RTOs the liberty to continue enrolling students in this program until the extended period concludes on 31 July 2024. However, it is imperative to note that all learners must either successfully complete the CHC43115 qualification within this period or seamlessly transition to an alternative qualification that adheres to the new standards.
By affording RTOs more time to recalibrate their courses, ASQA ensures that learners aren’t blindsided by abrupt changes that could derail their educational pursuits. Furthermore, throughout the extended transition period, the CHC43115 Certificate IV in Disability qualification will remain in the RTO scope of registration.
24 July 2023 CHC Training Package Update: Extended Transition Periods for Qualifications and Skill Sets
The Australian Skills Quality Authority (ASQA) has announced significant CHC training package updates to help students and registered training organisations (RTOs). As part of this CHC training update, extended transition periods for various CHC qualifications and skill sets have been approved, reflecting ASQA’s ongoing commitment to prioritising the welfare of learners.
The extended transition period applies to the following qualifications:
- CHC40313 Certificate IV in Child, Youth and Family Intervention
- CHC40413 Certificate IV in Youth Work
- CHC40513 Certificate IV in Youth Justice
- CHC42015 Certificate IV in Community Services

The CHC52015 Diploma of Community Services is also part of this CHC training package update and has its own extended transition period.
The extended training, assessment, and certification issuance periods for the mentioned qualifications will conclude on 31 July 2024, except for the CHC52015 Diploma of Community Services, which will end on 31 December 2024.
During the extended period, training providers are allowed to accept new enrolments, provided that students successfully complete their qualifications, receive statements of attainment, or transition to a replacement qualification before the respective transition end dates.
Before finalising the extended transition request, ASQA collaborated with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council Western Australia (TAC WA).
Until the completion of the approved extended transition periods, these qualifications will continue to be part of the providers’ registration scope. 13 June 2023 News Update: CHC51115 Extended Transition Period for a Smoother Learner Transition
ASQA has approved an extended transition period for the CHC51115 Diploma of Financial Counselling qualification. This decision aims to mitigate any potential disadvantage to learners and facilitate a seamless transition to the replacement qualification.
Extended Transition Period
The extended training, assessment, and certification issuance period for CHC51115 ends on 14 December 2024. New enrolments are allowed, but all students must complete the qualification or transfer to the replacement qualification by the transition end date.

ASQA consulted with Financial Counselling Australia, VRQA, and TAC WA to evaluate the extended transition request.
How Does this Affect Your RTO?
During the extended transition period, the qualification will remain on RTOs’ scope of registration. RTOs should ensure right support and arrangements for learners to complete or transition to the replacement qualification.
24 April 2023 Latest CHC Training Package Updates
Last year, the government reintroduced the Certificate III and Diploma of Early Childhood Education and Care in its CHC training package update to address the workforce shortage in the early childhood education sector. The qualifications were previously removed by the former government but were brought back following a pre-election commitment.
As a result, the number of enrolments for both courses surged from 276 to 456 in just one year, showing a growing demand for early childhood education professionals.
The Certificate III and Diploma of Early Childhood Education and Care training packages in Australia are practical qualifications that prepare students for careers in early childhood education. These courses provide students with the latest information and requirements to develop the necessary skills and knowledge for this profession. 06 April 2023 CHC Training Package Update: CHC43115 Certificate IV in Disability Extended Transition Period
Attention all Registered Training Organisations (RTOs)! The Australian Skills Quality Authority (ASQA) has recently approved an extended transition period for the CHC43115 Certificate IV in Disability qualification of the Community Services (CHC) Training Package in Australia, but only for currently enrolled students. If you have learners currently studying this qualification, they will have an extended training, assessment, and certification issuance period until 31 July 2024.
This decision affects you and your students as an RTO. You may wonder how this CHC training update will impact your RTO and how you can ensure that your students are not disadvantaged during this extended transition period.
While the Standards for Registered Training Organisations 2015 typically sets out transition periods that must be adhered to, ASQA can approve more extended periods under exceptional circumstances.
ASQA has clarified that it will only consider applications for a longer transition period where there is a genuine disadvantage to a cohort of learners if such an extension is not approved as per the Guidance for Providers – Learner Transition. In this instance, ASQA deemed it in the learners’ best interest to approve an extended transition period for the Certificate IV in Disability qualification of the CHC Training Package in Australia after consultation with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council Western Australia (TAC WA).
As an RTO, you play a crucial role in ensuring that learners receive the best training possible to equip them with the necessary skills and knowledge to provide person-centred support to people with a disability.
If your RTO is currently delivering the CHC43115 Certificate IV in Disability qualification, you should ensure that your currently enrolled students are aware of this extended transition period. You should also provide them with the necessary support to ensure they are not disadvantaged during this transition period.
It is important to note that while the extended transition period applies to currently enrolled students only, the qualification will remain on RTOs’ scope of registration until the end of the extended transition period, which means that you can still deliver this qualification to learners who enrol before the end of the extended period.
ASQA’s approval of the CHC training update is good news for the students currently enrolled in Certificate IV in Disability qualification. It gives them more time to complete their studies and receive certification while ensuring they receive the best training possible.

31 December 2022 Training Update: Heads Up! The CHC Training Package Has Major Updates You Won’t Want to Miss
The CHC Community Services Release 9.1 published by SkillsIQ has endorsed the deletion of the qualification CHC40113 Certificate IV in School Age Education and Care (SAC) on December 30, 2022.
The latest CHC Release 9.1 included a minor update that deleted CHC40113 from the list of qualifications available under the Community Services training package. While there’s no announcement from ASQA regarding the removal yet, training.gov.au quickly reflected the latest update on its site.
Aside from this, the previously released Version 9.0 of the CHC training package introduced new changes, which included the addition and superseding of one qualifications and several units of competency.

How Does This Update Affect Your RTO?
Like other removal and/or superseding of qualifications and units, ASQA requires RTOs to follow the transition and teach out procedures outlined in Clause 1.26 of the Standards for Registered Training Organisation (RTOs) 2015.
The following procedures are required regarding the changes in qualifications, skill sets, and/or units:
Superseded Qualifications, Courses, Skill Sets, and Units
- RTOs are required to transfer their students to the current training product or complete their certification within one year of the replacement released on training.gov.au;
- RTOs can still enrol students into the superseded product for one year from the replacement of the product;
- RTOs cannot enrol new learners and/or conduct training in the superseded training product after one year from the date of replacement
Removed or Deleted Qualifications and Courses
- Students are required to complete and receive their certification under the qualification or to transfer into another similar training product;
- RTOs cannot enrol new learners from the date the training product is removed or deleted from the training.gov.au;
- RTOs cannot conduct training or issues certification for the training product two years from the date the qualification is removed or deleted from training.gov.au
There’s no guarantee if these major changes will affect those currently working in the CHC sector; nonetheless, the RTOs will feel the most impact since they will have to transition to the updated training products before the teach out period.
The deletion of CHC40113 Certificate IV in School Age Education and Care may also affect students who plan on taking the course since it has no replacement announced by ASQA yet. Nonetheless, there are other qualifications available in the CHC Community Services training package that may be suitable for these individuals, such as the CHC50113 Diploma of Early Childhood Education and Care.

CHC Community Services Training Package Release: CHC33021 & CHC43121 Are Ready!
Aged Care, Disability Care, and Direct Client Care Project Update 7th December 2022
On 7 December 2022, SkillsIQ pulled CHC43021 from training.gov.au after previously publishing it together with the rest of the 2021 CHC qualifications. RTOs are advised that the CHC43015 Certificate IV in Ageing Support remains current.
We reached out to Melinda Brown, general manager of SkillsIQ, and she confirmed that the CHC43021 qualification was released in error and has now been withdrawn from TGA. She states that the 2021 version of the Certificate IV in Ageing Support qualification has not yet been endorsed by the Skills Ministers.
Due to the delays with CHC43021 Certificate IV in Ageing Support endorsement and approval, the qualification will not be referred to the new Industry Cluster once appointed. There are no updates yet on the upcoming VET system reform, but it should be operational in 2023 January.
SkillsIQ has not yet made any public announcements or comments about the withdrawal of CHC43021 Certificate IV in Ageing Support.

Latest CHC Community Services Training Package Update 24th November 2022
As of 24 November 2022, the long awaited CHC Community Services qualifications and units have finally been published on training.gov.au, and we’re excited to be one of the first, if not THE FIRST, provider to have them ready! These will effectively supersede the 2015 versions. Training providers have a 12-month period to transition their old courses to the new ones.
It is important to note that all three 2021 qualifications are not equivalent to the previous qualifications. Major updates were done to reflect changes in industry expectations. Your organisation will have to re-apply for scope if you want to deliver the new version of these Community Services courses.

Project Status of the 2021 CHC Community Services Training Package: Awaiting Ministerial Approval
As of 26/07/2022, the Skills Ministers are still reviewing the Cases for Endorsement of the three (3) qualifications below after the AISC approved the CHC Community Services training package revisions.
A quick recap: The changes were approved at AISC’s October 2021 meeting after the work that was done by the three IRCs. The project has been endorsed by the Skills Senior Officials Network (SSON), so they can provide advice on the following before referring to the Minister for final sign off:
- Common outstanding issues that were raised by industry stakeholders with jurisdictions to address and resolve issues within the training package and make it more acceptable.
- Steps that RTOs can take to support their delivery of the most recent training products.
Once the Minister approves the Aged Care, Individual Support, and Disability Support qualifications, the revised CHC training package will be available on training.gov.au. The existing qualifications and units will supersede effective immediately.
Why are the Individual, Ageing & Disability Support Courses Under Review?
Currently, the Certificate III in Individual Support, Certificate IV in (Ageing) and Certificate IV in Disability qualifications don’t meet industry standards. So once students finish the courses, they are underqualified once they enter the workforce in these sectors.
That is why the primary goal of this update is to make students more qualified so that they meet the current demands of a diverse clientele.

In the new Individual Support, Ageing, and Disability qualifications, there will be:
- 3 qualifications revised
- 10 new units of competency
- 26 units of competency updated
- 6 new skill sets
- 12 skill sets updated

New Entry Requirements for CHC Courses
One of the most significant changes in this update is the addition of new entry requirements to the Certificate IV in Ageing Support and Certificate IV in Disability Support qualifications.
Before students can enrol to the CHC43021 Certificate IV in Ageing Support or CHC43121 Certificate IV in Disability Support course, they should meet the corresponding entry requirements in the table below.
Suppose your RTO is currently delivering the Ageing or Disability courses but does not offer the Certificate III in Individual Support entry requirement. Many students might be discouraged from enrolling in your RTO and opt for an organisation that can provide them a complete pathway.
If your RTO can’t currently provide a pathway into the Certificate IV courses, it’s a great idea to get the skillset and/or the Certificate III in Individual Support on scope to ensure you can offer this requirement to students.

Some changes of note are the following:
- CHCAGE007 and CHCAGE008 – CHCAGE008 is one of the most popular elective units in the Ageing Support qualification (soon-to-be superseded version CHCAGE002). However, in Draft 2.0 of the qualification, students can only take up this unit once they have already taken up the CHCAGE007 Recognise and report risk of falls. This is an entirely new unit to be added to the latest version of Certificate IV in Ageing Support. Since the prerequisite is newly added, your RTO must ensure that you deliver training for CHCAGE007 as well.
- CHCPAL003 and CHCPAL004 – CHCPAL003 is the new version of CHCPAL001, one of the elective choices in Ageing Support. This is the pre-requisite for CHCPAL004. If you are planning to delivery CHCPAL004, make sure you provide a pathway for students who may not yet have completed CHCPAL003.
What Qualifications and Units are Equivalent?
All three (3) qualifications and most units of competency are not equivalent to the old versions. This means you’ll have to reapply for scope for these non-equivalent qualifications. You should also secure new resources and certify your trainers so they’re eligible to deliver the new courses of the CHC Community Services training package.

What’s Next for Your RTO?
To help you navigate the CHC Community Services training package update here are some things you need to consider:
- Be aware of the new entry requirements and equivalency of units and qualifications. Know which courses on your scope will be affected and have a plan to address the changes.
- Have a well-structured transition plan – recognise the who, what, when, where, and how.
- You can’t start marketing the new courses until you have scope of registration (see the Standards for RTOs for more info). Applying for scope early is critical so you can start marketing, enrolling and conducting training and assessment as soon as possible.
- Get trainers certified or update their certifications so they are qualified to deliver the new courses.
- Secure the new CHC Community Services training resources written to the new unit requirements and contextualise the educational materials to ensure compliance and meet your RTO’s needs.
These CHC qualifications are among the highest competition courses in Australia, with over 500 RTOs delivering the current Certificate III in Individual Support qualification. Over 70,000 students enrol in the CHC33015 course each year, making it the number one vocational qualification in the country.
