31 October 2023 MEM Training Package Update
The Australian Skills Quality Authority (ASQA) granted an extended transition period for nine qualifications within the manufacturing and engineering (MEM) training package.
ASQA exercised its authority to approve transition periods longer than those detailed in Clause 1.26(a) of the Standards of Registered Training Organisations 2015, given that failure to do so may disadvantage a cohort of learners.
The MEM training products with extended transition period are:
- MEM20413 – Certificate II in Engineering Pathways
- MEM30319 – Certificate III in Engineering – Fabrication Trade
- MEM30405 – Certificate III in Engineering – Electrical/Electronic Trade
- MEM30505 – Certificate III in Engineering – Technical
- MEM40412 – Certificate IV in Engineering Drafting
- MEM50212 – Diploma of Engineering – Technical
- MEM50311 – Diploma of Jewellery and Object Design
- MEM60112 – Advanced Diploma of Engineering
- MEM60211 – Advanced Diploma of Jewellery and Object Design
For the MEM20413, the transition period for training, assessment and certification issuance moved from 17 December 2023 to 31 January 2024. Meanwhile, the remaining eight qualifications have been extended from 17 December 2023 to 31 January 2025.
ASQA strongly advised registered training organisations (RTOs) to develop a plan to ensure all their students finish their courses and acquire accreditation by the new end dates. The 9 MEM training products will remain on RTOs’ scope of registration until the end of the recent transition period.
After consulting with the Victorian Registration and Qualifications Authority (VRQA), the Training Accreditation Council of Western Australia (TAC WA) and the Manufacturing Industry Skills Alliance, the regulatory body approved the new transition period.
February 2023 MEM Training Package Update 4.0
The Innovation and Business Skills Australia has made significant updates to the Manufacturing and Engineering (MEM) training package in Australia on training.gov.au. This includes 6 new qualifications added and 3 existing ones updated, 28 new units of competency added and 1 updated, and 31 new imported units of competency added and 3 removed.

The latest version 4.0 as released last 3 February 2023, replacing the revised version 3.0 released last 19 December 2022. The re-endorsement was because of the significant changes made in the training update, where the new components have superseded previously existing ones.

What Can Your RTO Do About These MEM Training Package Update Changes?
With the recent MEM training update, RTOs will also need to update their curriculum while students are required to take the revised courses. Here are several things your RTO can do to keep up with the major revisions under version 4.0 of the MEM training package update.
Update your qualifications and units of competency that your RTO is authorised to offer to include the latest MEM training package in Australia.
Monitor the 12-month transition period and ensure that all learners are using the right RTO resources for the training update within that timeframe.
Make sure that currently enrolled students in the removed units and qualifications complete their training within the designated period.
Submit a request to include new, dissimilar qualifications and units of competency within your organisation’s range of offerings.
