The Department of Employment and Workplace Relations (DEWR) has announced that Skills Ministers are moving forward with some changes to the current Standards for Registered Training Organisations (RTOs) before the broader revisions take place. These adjustments aim to address immediate challenges within the Vocational Education and Training (VET) sector.
Early Changes to the Standards for RTOs
The early changes, endorsed by Skills Ministers, focus on areas that received widespread support during previous consultations. Some of the key modifications include:
Reflecting New Training Products
The changes incorporate new and updated training products from the Training and Education (TAE) Training Package.
Qualification Recognition for Trainers
Individuals holding an education degree or a qualification enabling registration as a secondary school teacher can now engage as trainers and assessors in any VET context under supervision.
Enhanced Pathways for Certificate IV and Diploma Pursuers
Individuals actively working towards a Certificate IV or Diploma from the TAE Training Package can now contribute to training and assessment under supervision.
Broader Engagement of Industry Experts
Industry experts can now deliver training alongside trainers and assessors, expanding their role in the assessment process.
Alignment with Fit and Proper Person Requirements
RTOs’ obligations regarding high managerial agents and executive officers are clarified to ensure they meet the Fit and Proper Person Requirements.
Minor Clarifications and Amendments
Various adjustments include allowing individuals involved in training to participate in validation processes, changing terminology, and expanding the definition of ‘educational and support services’.
Implementation of the New Standards for RTOs
These revisions have been collaboratively developed and tested with input from key stakeholders, including states and territories, VET regulators, RTO peak bodies, and industry stakeholders.
